STRUCTURE, FUNCTIONS, PRINCIPLES OF FORMATION OF ECOLOGICAL CULTURE OF YOUTH IN THE THEORY OF WELFARE ACTIVITY

Ecological Culture – high level of human perception of nature, окружающего мира, осознание жизненной необходимости сохранения общей для всего человечества среды жизни. Active participation in the implementation of programs for the formation of ecological culture of youth is a priority of the structures of civil society, which implies purposeful activity on several fronts: ensuring the development of the environmental component in secondary and higher education, development of non-formal education, environmental education activities, support for environmental work in all areas of the youth movement as part of the state, Business, and by public organizations. In this paper we analyze some of the key provisions of ecological culture of youth, allow to understand this phenomenon as a tool out of the global ecological crisis, global solutions (regional, local) environmental problems, transition to sustainable development of society.
Analysis of scientific papers has allowed, among other characteristics distinguish the following environmental youth culture [3-23].
1. Ecological Culture - system concept. Of scientific approaches to understanding the phenomenon of ecological culture should be specially called systemic. Its essence is, that environmental culture is seen as a system, and the process of its formation - as the emergence of this system. In the phrase "ecological culture" and the first, and second components - system concept: "Ecological", suggesting the presence of complex scientific fields, studying the interaction of living systems with the environment; "Culture" - implying a coherent set of values, traditions, beliefs, experience, etc.. Hence, and the concept of "ecological culture" - a concept system. A promising way out of this difficult situation is the evolutionary transformation of ecological culture in the culture of information and environmental. From our perspective, a new quality of environmental culture, which is achieved through the expansion of all components of ecological culture [20]:

3. Environmental youth culture - the concept of activity-, behavioral. Eoncological behavior - a set of specific actions and behavior of young people, directly or indirectly related to the impact on the natural environment, use of natural resources [3]. Environmental behavior of the young person is defined by features inherited social and environmental consciousness mastered practical skills in environmental management, characteristic of contemporary society. SN. Artanovsky, based on activity-based approach, considers, the "ecological culture of youth - is the urge to lead environmentally friendly activities, responsibility towards the environment, the need for a responsible attitude to nature; reflected a holistic perception of the world, synthesis of the diverse activities of a young man, based on the desire to bring the active ingredient in the creative transformation of the biosphere [3]; organic, integral part of culture, which covers those aspects of human thought and action, which relate to the natural environment; stage in the development of human culture, which is characterized by a general awareness of the importance of environmental issues in the life of future generations " [3].

Youth participation in international, national and regional research and environmental education research projects on environmental monitoring (ecological research approach), socially significant actions in support of the protection of nature reserves and natural monuments (environmental approach), urban greening, settlements, improve the ecological environment of residential and office space for (eco design environment) - Here is a short list of activities, enabling young people to develop, defend and protect socially accepted values, norms, tradition and innovation means of socio-cultural activities.
